This January-July 2019 Summary on the general situation of human rights in Zulia focuses, on one hand, on the documentation of facts related to the provision of public services, with particular attention to provision of electric services, and, on the other, on situations of violence in which security officers of the Venezuelan State were involved, resulting in the death of at least 240 people from January to June of this year, according to the monitoring of media we have conducted in the region. This Summary includes the highlights of the newsletters of May, June and July that we have already published.
